Canadian Association of Municipal Administrators Presents Whistler with Environmental Award
June 3, 2009 . . . Development of a one-of-a-kind heatingand cooling system that uses ambient heat from treated wastewater hasearned national recognition for the Resort Municipality of Whistler(RMOW) in British Columbia.

The Canadian Association of Municipal Administrators (CAMA) presented Whistler with the 2009 CAMA Environmental Award for its Low-Temperature District Energy-Sharing System.  The award ceremony took place at the Association’s annual conference this week in Whistler, BC.
 
The RMOW implemented a low-temperature district energy system at the Whistler’s Athletes’ Village as part of its strategy for applying sustainable principles to infrastructure. The system is designed to meet the needs of the 2010 Olympics and Paralympics Games and beyond.
 
“CAMA is pleased to recognize the administrative excellence demonstrated by Whistler on this project,” said Owen Tobert, President of the Canadian Association of Municipal Administrators, CAMA board representative for Alberta and Northwest Territories and City Manager for the City of Calgary, AB. “This kind of innovation could make a significant difference to other Canadian communities looking to build sustainable infrastructure.”

The system, described as one of the first closed-loop systems of its kind in Canada, is projected to reduce greenhouse gas emissions by 96 per cent when compared to conventional heating technologies, which normally circulate high temperature water, thus limiting their use and responsiveness. The Whistler system extracts low-temperature ambient heat from treated wastewater effluent, making it flexible enough to provide both heating and cooling for approximately 2,200 users occupying 85,000 square meters of space.  

“We received a total of 28 submissions from across Canada,” said Jim Toye, Chair of CAMA’s Awards Committee, CAMA board representative for Manitoba, Saskatchewan and Nunavut and the City Manager for North Battleford, SK.  “The selection process is always difficult.  Year after year these awards attract an amazing calibre of submissions.”

CAMA’s Environmental Award recognizes the commitment of a municipality to environmentally sustainable governance, to protecting the environment and to combating climate change.  Awards are granted to programs, projects or services that have made a significant and positive impact on the environment.  Because Canada has a unique mixture of small and large communities, awards are granted according to population – for municipalities under 20,000 and those over 20,000.
