Public Places in Whistler Become Smoke-Free |

June 2, 2009... Whistlerites and visitors will be able to enjoy cleanair this patio season, thanks to a new bylaw prohibiting smoking nearbusinesses. The Resort Municipality of Whistler (RMOW) has adopted asmoking regulation bylaw and associated fines that will prohibitbusinesses from allowing smoking within six metres from a doorway,window or air intake. The bylaw also prohibits smoking within 25 metresof sporting events, playing fields and other recreational areas.Playgrounds and school property are now smoke-free zones, as aretransit shelters.
The bylaw , which was adopted by council in the May 19, 2009 regular meeting, requires operators to post “no smoking” signs and prohibits them from allowing smoking near their facility. The fines were approved by council at the June 2, 2009 regular meeting. The maximum fine is $10,000.
“The idea is that the bylaw regulates operators, rather than actually regulating smokers,” said Sandra Smith, RMOW bylaw supervisor. “We’re going to be working with local operators to get the message out that a lot of outdoor areas will now be smoke-free places. We will phase the signs in this summer and start enforcing the bylaw by late summer.”
The RMOW is working with Vancouver Coastal Health (VCH) to provide smoke free public places in Whistler. Funding from VCH will be used to purchase signs for public areas, bylaw deployment and advertising.
According to research compiled by Health Canada, second-hand smoke has twice as much nicotine and tar as the smoke that smokers inhale. It has five times the carbon monoxide, which decreases the amount of oxygen in the blood. Second-hand smoke accounts for more than 1,000 lung cancer and heart disease deaths in Canada each year.
Implementing smoke-free legislation is a worldwide trend. Smoking bylaws have already been adopted by 22 municipalities across Canada, including the City of Vancouver, the City of Richmond and the District of Squamish. The Province of British Columbia has already banned smoking near public doorways and windows.
“Whistler is a very health-conscious community,” said Mayor Ken Melamed. “This is an important public health initiative that will protect the well being of our workers, residents and guests.”
Health Canada reports that smoke-free legislation has no adverse impact on businesses, and may even have a positive impact. The majority of British Columbians (85%) are non-smokers and demand for outdoor public smoke-free spaces is on the rise.
Whistler is a model for healthy living,” said Councillor Chris Quinlan. “With the Olympics fast approaching, this is a great way for the community to get involved and show the world we take it seriously.”
