Whistler Aggregates Rezoning
Whistler Aggregates consists of a gravel pit and asphalt operation (Alpine Paving) located about 500 metres from Cheakamus Crossing. The property has been zoned for industrial use since 1984 and the gravel pit and asphalt facility have been in operation since the early nineties.
The company has applied to the RMOW for rezoning, which would see them move their asphalt operation and gravel pit expansion area further from Cheakamus Crossing.. The company also plans to add landscaping to the buffer zone adjacent to the residential properties. It has recently upgraded and rerouted its access road and converted its power source from diesel generator to electric.
The rezoning first went before council on November 3 with an open house planned as the next step in the legislative process for rezoning. Since then, many Cheakamus Crossing owners have raised questions and concerns about the asphalt plant and the rezoning prompting a special presentation at the public council meeting on November 17. At the meeting, which was attended by approximately 100 community members with questions about the rezoning, council made the following motion:
That the issue be referred to staff for a report back on options to move the asphalt plant and associated costs, and legal options on extinguishing the non-conforming use of the zoned space; and further
That Council request that the Whistler Development Corporation extend the second deposit date.
Whistler Aggregate Background
Whistler Aggregates has provided the following information as background.
Whistler Aggregates anticipates that given the current economic conditions and the completion of the 2010 Winter Games venues that volumes will be greatly reduced, perhaps by as much at 75 per cent to today’s volumes.
The timeframe for aggregate is limited to the summer and fall months of the year. Production ceases around the first snowfall of the winter. We currently try to maintain a 7:00am to 5:00pm opening, Monday to Friday, for our customers and open on Saturdays by special request only.
The standard operating company performs blasting operations approximately once every three months during the construction season. Stockpiles are maintained to ensure adequate emergency supplies to the RMOW and private contractors during the winter months. The quarry is fully operational in as much as the staff and equipment do perform mining and crushing operations from May to October.
The asphalt plant typically produces asphalt from May to mid October with a crew of three people. Hours of operation are standard, 7:00am to 5:00pm – Monday to Friday with special openings to meet construction schedules. Trucks pick up and deliver the asphalt during that same time frame and we may experience an average of +/- 30 asphalt trucks per day during the operating season. Currently the only services are hydro. There is no water or sanitary sewer services on site.
The asphalt plant is tested on an annual basis to ensure it meets Ministry of Environment standards.
The operation is licensed and regulated by the Province of British Columbia.

November 25, 2009... On Tuesday, November 24, the Resort Municipality of Whistler (RMOW) held a special Council meeting to discuss a Temporary Use Permit for Whistler Aggregate Ltd., while the municipality worked with the company to find a new location for its operations.

Cheakamus Crossing Purchase Agreement Amendment:
The following statement has been sent by Whistler 2020 Development Corporation to Cheakamus Crossing purchasers who have not yet paid their second deposit:
“At the request of the Council of the Resort Municipality of Whistler, the Whistler 2020 Development Corporation is agreeable to amending your Purchase Agreement to allow for an extension in the delivery of the second deposit from November 27, 2009 to December 8, 2009 if you so desire.
To avoid your Contract from being breached, you must deliver the second deposit or, execute the Extension Addendum, on or before noon, November 27, 2009.
