October 2, 2012 council meeting day (all open to the public)
Regular council meeting 5:30 p.m., Millennium Place
Meeting highlights include the following:
- An information report regarding the results and key findings of the Resort Municipality of Whistler Community Life Tracking Survey. This is the sixth community life survey conducted by the municipality, and survey results will help to measure performance towards the priorities identified in Whistler2020, Whistler’s comprehensive community plan and vision, as well as resident satisfaction with municipal programs, parks and infrastructure, services, and decision making; the 2013 budget process; taxation; and community engagement. Click here for more information on the survey.
- An administrative report regarding Permissive Tax Exemptions. Under sections 220 and 224 of the Community Charter, council may approve the exemption of property taxes by bylaw for facilities such as places of public worship, public daycare facilities, and not-for-profit organizations. Permissive exemptions apply to property taxes only; they do not exempt the properties from any user fees.
- An administrative report regarding a development permit application for 2101 Castle Drive at Nordic Vistas to legitimize developed crawlspaces at the property subject to discharge of the existing development covenant on title and replace it with a new covenant reflecting the revised development scheme. The Resort Municipality of Whistler recently adopted three building and development-oriented amendment bylaws to legitimize illegal spaces in single family and duplex dwellings. The bylaws were developed as a result of the work of the council-appointed Illegal Space Task Force to address the long-standing issue of illegal construction and use of crawlspaces in Whistler homes.
- An administrative report will bring forward Zoning Amendment Bylaw (Community and Transportation Infrastructure One) No. 1860, 2008 and Official Community Plan (OCP) Amendment Bylaw (Mons Industrial Land) No. 1859, 2008 for council consideration of adoption. This report follows recent review and consideration of this proposed rezoning application for 8017 Highway 99 by council at the August 21 and September 18 regular meetings of council.
