Ongoing Financial Planning

There are three essential questions of planning and budget for municipal governments. These questions must be framed with the prerequisite: What is affordable?

PLANNING BUDGETING
What are the community's priorities and how can government add value? What programs should we fund in order to best achieve the priorities?
How much and what quality of service does the community need from a given program? What level of service should we fund within a program?
Is the service provided efficiently? For a given service level, are the requested inputs reasonable for the output we expect to receive?

The Resort Municipality of Whistler (RMOW) staff along with the Finance and Audit Committee, are considering a new financial planning process leading into the 2013 budget period.  This process will increase and add community engagement, accountability and transparency to RMOW financial planning, creating a clearly defined, year over year process of continual improvement that involves a collaborative commitment from RMOW.
