The Resort Municipality of Whistler - in collaboration with the District of Squamish- is accepting proposals from highly qualified proponents to develop a GHG Impact Analysis Tool that allows to estimate the GHG emissions impact of proposed capital projects as well as major changes in ongoing operational and maintenance processes.
The purpose of this tool is to embed and institutionalize climate and GHG emission considerations into municipal decision making. This will increase municipal accountability towards achieving climate targets and ensure that all actions are considered through the lens of a climate emergency. Having a better understanding of the climate impacts of decisions at the onset of the planning process will lower the risk for carbon intensive investments and help the municipality to achieve long-term GHG emission reductions.
The project is broken into two phases. In a first phase, the GHG impact tool will focus on supporting decisions that lead to corporate GHG emission reduction, including fleet, municipal buildings and contractors. In a second optional phase or optional future work, the scope of this tool can be broadened to so that it can estimate the GHG emissions impact of municipal decisions on community wide GHG emissions. This will ensure a reference of municipal decisions to community wide climate targets, as well as all the other social, economic and environmental targets in relation to long-term community planning and growth management considerations.
