The Resort Municipality of Whistler (RMOW) seeks Proposals from qualified Proponents to rewrite “Zoning and Parking Bylaw No. 303, 2025” (Zoning Bylaw 303, 2015), the document that guides how land is used and the rules around development. The project will be managed by the RMOW’s Director of Planning supported by a RMOW Project Team. The purpose of this document is to provide sufficient background and scope of information to receive detailed proposals and pricing information for evaluation.

The current Zoning Bylaw 303, 2015 has become increasingly complex and difficult to navigate and is no longer serving the community as effectively as intended. It includes amendments dating back to 1984, initiated either by the RMOW to address community priorities or in response to site-specific rezoning applications. While these amendments introduced new regulations and zones, they have also created undue complexity, and in some cases, inconsistencies or conflict within the bylaw. Over this period, significant changes have occurred, including shift in community priorities and the adoption of new municipal plans that guide how our community will grow and evolve.

The purpose of the rewrite is to create a Zoning Bylaw that is:

  • Easier to read, navigate and understand;
  • Modernized with consistent, clear rules that improve certainty for all users;
  • Better aligned with community priorities; and
  • Structured to support streamlined review and permitting processes.
