The Resort Municipality of Whistler (RMOW) is undertaking a transition to Next Generation 911 (NG911) in accordance with the Canadian Radio television and Telecommunications Commission (CRTC) mandate requiring migration to NG911 services by 2027.
The RMOW has initiated this transition through the completion of an NG911 GIS Readiness Assessment (Readiness Assessment) conducted by Esri Canada. The Readiness Assessment evaluates the RMOW’s existing GIS datasets, workflows, and governance against the National Emergency Number Association (NENA) NG911 GIS Data Model and the Canadian Civic Location Data Exchange Format (CLDXFCA) and provides very high-level recommendations and best practices in a presentation style report.
This Request for Proposals (RFP) seeks a qualified Proponent to develop and execute an NG911 Project Plan (Project Plan), to prepare and submit the RMOW’s GIS data to the ICI Society and GeoBC and develop procedural documents that define the necessary maintenance of those layers starting with the internal change triggers through to third-party delivery and including feedback loops.
The Proponents Project Plan may be based in part on the outcomes of the Readiness Assessment. Project completion includes an executed Project Plan that results in the delivery of NG911 compliant data, along with documentation outlining RMOW-relevant NG911 GIS data standards, procedures, decisions, and governance established throughout the project.
