The Resort Municipality of Whistler (RMOW) invites proposals from qualified and experienced
consultants with expertise in community engagement support related to the development and/or revision
of Development Cost Charge Bylaws (known in Whistler as Works and Services Bylaws). The RMOW
Works and Services (W&S) bylaws are being updated by an internal team of subject matter experts and
a draft engagement process has been developed.

The RMOW has not updated its W&S Bylaws since 2000 and requires engagement and outreach
support with the development and building community, interested community partners, and members of
the broader community through face-to-face and online engagement opportunities. The project is
expected to conclude before the end of the year to meet timelines related to grant funding deadlines.
We are seeking an experienced contractor that can influence the existing engagement design and
coordinate and execute on the engagement activities between July and the end of November, with the
bulk of the engagement taking place in September and October.
