Status
We are currently in the tendering phase for the Water Valve and Fitting Replacement Program 2026. The Invitation to Tender for Phase I construction was posted on January 19, 2026, and closes on February 25, 2026. Construction is planned to begin in late spring and continue through fall 2026.
Overview
The purpose of this project is to replace the existing water services, fire hydrants, and valves. Replacement of the 150 mm PVC water main is not recommended at this time, as the pipe is not at end-of-life and remains in good working condition.
The current water services are made of polybutylene, a material that is no longer used and is directly tapped into the water main. Our Utilities team has responded to multiple leaks in the past. As part of this project, these services will be upgraded to polyethylene (PE), the current standard for service pipe.
Installed in the late 1970s, many of the existing water services, valves, and fittings have reached the end of their service life. They are in poor condition due to age, fatigue, and corrosion, which has led to repeated leaks and service failures. These issues have caused damage to RMOW infrastructure, affected private property, and resulted in unplanned water outages.
The project will take place in three phases over three years and by replacing these components will improve system reliability and reduce the risk of future failures.
What’s happening
- To minimize service interruption, the contractor will install a temporary overland water supply during construction.
- Replacement of the water services from water main to water shut off valve at property line, fire hydrants, and valves.
Benefits
Replacing the existing polybutylene services, direct tapped connections, and valves and fittings will reduce leaks, lower unplanned maintenance, and improve the reliability of the water system. These replacements will also help reduce water loss, and provide better, more dependable service for the community.

Construction impacts
- Residents will experience water service interruptions intermittently throughout the project. The contractor will provide notices to residents 72 hours in advance.
- Expect equipment noise, odor and increased numbers of construction vehicles on site.
- Minor vehicle and pedestrian delays, traffic control personnel will be on site. Please obey all signs and directions from the traffic controllers.
