If you’re representing a wireless company that wants to construct a new antenna system in Whistler, you can apply to the Resort Municipality of Whistler (RMOW) for a statement of concurrence or non-concurrence from Council.  

The RMOW will work with you throughout the siting process to support antenna system installations sensitive to our community’s needs. 

Industry Canada regulates the location and installation of antenna systems and makes the final decision to approve and licence antenna system locations. 

Antenna system siting protocol 

Before you apply, review the RMOW’s Antenna System Siting Protocol (PDF). This includes procedures and guidelines for the placement and design of different types of antenna systems, such as new freestanding antenna systems and building/structure-mounted antenna systems. 

How to apply 

Download and complete the Antenna System Application (PDF), then submit it to the Planning Department at Municipal Hall.

Staff may ask for additional information when they review your application. 

To do a title search or get other documents from the Land Title and Survey Authority (LTSA) of British Columbia, the LTSA recommends using a professional lawyer, notary public, and surveyor or independent registry agent. Find information on their website ltsa.ca

Public consultation 

After applying, proponents are required to establish a public consultation process, which includes the following: 

  • Sending out a public notification package to businesses and residences within 400 metres of a proposed cell tower installation, 
  • Notifying the community with signs and ads, and 
  • Hosting a public information session in cases where there is significant public interest. 

Following this, you will need to provide the RMOW with a package summarizing the results of the public information session, including the following:  

  • The list of attendees, including names, addresses and phone numbers (where provided voluntarily), 
  • Copies of all letters and other written communications received, and 
  • A letter of response from the proponent outlining how all the concerns and issues raised by the public were addressed. 

You must respond to all questions, comments, and concerns in a timely manner — no more than 60 days from when they are received. 

How your application will be reviewed 

The following are steps in the review process: 

  • We will review your application, results of the public consultation, and other factors. 
  • Our staff will make a recommendation in a report to Council about whether to issue a letter of concurrence or non-concurrence. 
  • Council will vote on whether to issue a letter of concurrence or non-concurrence. Their decision will consider how compatible the land use is for an antenna system, responses from affected residents, and adherence to the RMOW’s Antenna System Siting Protocol. 
  • Staff provide the letter of concurrence or non-concurrence to the proponent and Industry Canada. 
  • Industry Canada makes the final decision to approve and licence the location of antenna systems.
