Housing and Strategy Committee

The Housing and Strategy Committee is a Select Committee of Council

Overview

Each term, Council establishes priorities to steward the community towards this vision. For the 2022-2026 term, Council identified Housing as a priority. To help advance on this priority, a Housing and Strategy Select Committee of Council (HAS or Committee) is being introduced.

The primary aims of Committees of Council are to:

  • focus on high-level policy and strategy;
  • advance Council priorities;
  • provide advice and recommendations to Council;
  • help solve complex problems through collaboration;
  • engage subject-matter experts; and
  • collect community perspective.

The Committee acts in an advisory capacity by providing advice and recommendations to Council and staff on a current policy and strategic initiatives.

Terms of Reference

Mandate

The purpose of the Committee is to advise RMOW staff and Council on matters related to housing and long-term strategic planning.

Specifically, the Committee supports and advises on proposed housing and strategy policy such as:

  • providing strategic input to considerations for affordable and employee housing;
  • providing strategic input to proposed policy (OCP and applicable policies and bylaws);
  • providing guidance to the development of the long-term housing strategy;
  • providing strategic input into the Housing Action Plan, including the prioritization of housing action items, and considerations and thinking around implications of housing action items;
  • high level strategic development; an
  • review of larger Master Plan Projects.

The Committee includes 11 voting members as follows:

  • Virginia Cullen, RMOW Chief Administrative Officer
  • Dale Mikkelsen, RMOW General Manager of Climate Action, Planning and Development Services
  • David Brownlie, Member-at-Large
  • David Dale-Johnson, Member-at-Large
  • Dave Williamson, Member-at-Large
  • Beau Jarvis, Member-at-Large
  • Theresa McCaffrey, Member-at-Large
  • David Girard, Member-at-Large

The Committee also includes two non-voting members as follows:

  • Adina Bois, RMOW Recording Secretary
  • Melissa Laidlaw, RMOW Planning Director, Staff Liaison
