Recommendation #6: Private Rental Developments

Allow private development of multi-family rentals on private lands
Guidelines were endorsed by Council on December 5, 2017 and a process was endorsed by Council on April 24, 2018 to facilitate employee housing developments on private lands. Updated Guidelines were endorsed by Council on March 26, 2019.
On September 18, 2018 Council authorized further review and processing of the following Rezoning Applications for rental employee housing developments on private lands:
- RZ1144 (2077 Garibaldi Way)
- RZ1146 (7104 Nancy Greene Drive)
- RZ1147 (1315 Cloudburst Drive)
- RZ1152 (2028 Rob Boyd Way)
- RZ1153 (8975 Highway 99)
The authorization for RZ1153 included that staff consult with the Ministry of Transportation and Infrastructure respecting access to the site from Highway 99 and receive a response within 120 days.
A public information meeting will be held for each of the above rezoning applications before a zoning amendment bylaw is brought before Council for first and second readings. Public information meeting details will be shared once meeting dates are determined.
The following provides a summary of the proposed process and target dates for completion with an overview of the timeline for delivering on the target of 550 privately constructed employee housing bed units by 2023.

|September 2018||Council provides direction on which, if any, applications are supported for further review and processing.|
|September 2018 to June 2019||Processing of zoning amendment bylaw and development permit applications that receive approval for further consideration—This includes submission and review of further detailed information and studies. Timeline may vary depending on application.|
